UC Berkeley’s University Health Services’ Tang Center is seeking an enthusiastic and experienced leader interested in a career position as Public Relations and Communications Manager. The Public Relations and Communications Manager oversees a robust staff communications program for 300+ employees at University Health Services’ Tang Center. You will lead a diverse team of health communications, digital communications, video and social media, working together proactively to meet the dynamic needs of our varied audiences.

UC Berkeley’s University Health Services (UHS) at the Tang Center is dedicated to supporting learning, working and living well at UC Berkeley. UHS provides comprehensive medical, mental health, insurance and health promotion services to all Berkeley students, and a variety of health programs for faculty and staff. Approximately 65,000 visits occur annually including Primary Care, Urgent Care, Occupational Health and Specialty Clinics. Coupled with health promotion and public health programs, UHS reaches all segments of the Berkeley campus community. 


I. Communications Leadership and Strategic Planning

  • Manages and provides leadership and subject matter expertise for a complex comprehensive communications programs, including written, visual, verbal and digital communications, for a large, complex highly visible organization.
  • Advise UHS managers and Director on communications strategy and modalities best suited to the target audience and works with leadership to create, develop, and implement comprehensive long and short term strategic communications plans, including effective messaging and problem resolution for both internal and external audiences.
  • Works with management maintain an organizational brand and create tools for positioning the organization strategically with the organization's clients.
  • Leads organizational readiness efforts to ensure timely and collaborative departmental response to public health emergencies, crises and other emergent priorities
  • Anticipate and plan for future communications needs, challenges and opportunities, collaborating effectively with UHS managers to achieve communications goals and maintain UHS professional image, including producing a variety of communication pieces in a variety of venues including written, visual, verbal and electronic communications.
  • Share ownership for issues related to the staff and customer experience at UHS, whether in-person or through paper and electronic communications.
  • Represent the department at campus meetings where student and workforce communications are planned and discussed.

II. Project Management and Editorial Direction

  • Manages communications and marketing projects to advance the goals of UHS programs and services; identifies specific communications needs and develops the content and process for organizational improvements and oversees processes and coach contributors to ensure that deliverables meet high standards for quality and efficiency.
  • Oversee and provide top level vision and management for the department’s external and internal (intranet) web sites, social media, video, media and other visual communications, assuring content is current and accurate.
  • Traffic and prioritize high volume of incoming work requests; assess client needs; create, maintain and meet deadlines.
  • Write articles, talking points, briefings and other materials tailored to the goals of the communication and its target audience; edit documents drafted by others for accuracy, clarity, consistency and readability.
  • Conduct research on UHS policies, programs, practices and client/staff experience; maintain knowledge and awareness of UHS activities and programs.
  • Ensures production of high quality products that effectively deliver the desired message within budget and time constraints.

III. Media Advocacy, Program Visibility and Outreach

  • Work with campus and community press officers to ensure visibility of departmental initiatives, activities and services on campus and in the community; respond to inquiries from patients and clients, members of the press and public.
  • Proactively pitch stories as appropriate through media relations to generate public interest on initiatives to facilitate media coverage; share stories on social media and through partnered outlets to promote messages and services; serve as UHS spokesperson
  • Coach UHS managers to increase their capacity to work effectively with the media, and provide messaging and talking points.
  • Develop communication plan(s) and identify alternative modalities for reaching key audiences.
  • Develop outreach plan(s) and train cadre of presenters to confront UHS image issues.
  • Work with UHS units to coordinate Welcome Week events, orientations, campus tabling, presentations, and building tours to ensure quality assurance and efficient use of resources.
  •  Plans, manages and oversees staff leads for internal and external events.

IV. Supervision

  • Supervise and oversee the work of Digital Communications III and General Communications III staff, and provide indirect supervision of a student video, social media coordinator and volunteer staff. Provide supervision/guidance to communications project staff as needed for campus and internal projects and grants.
  • Lead cross-training and career development for continual improvement of staff skills set and improvements.
  • Plan and manage for position turnover and appropriate coverage for UHS communication responsibilities.

V. Staff Development

  • Includes work on committees and assignments that enable the staff member to stretch and grow, along with formal and informal coaching and mentoring and regular training, including conference attendance

Required Qualifications

Knowledge and Skills

  • Advanced knowledge and understanding of all aspects of communications, including strategic planning for various media venues, technical aspects and requirements of various venues, and most appropriate and effective applications.
  • Advanced knowledge and understanding of technical applications to direct professional technical staff, or personally perform technical work, including design concepts, various media, and applications.
  • Advanced knowledge of the organization, including its mission, vision, goals, policies, and infrastructure; strong knowledge of current affairs and issues in higher education.
  • Advanced skills to create, develop, and implement long and short term strategic communication plans.
  • Advanced skills to advise and consult management on all aspects of communications, ranging from developing effective communication strategies to appropriately responding to inquiries regarding sensitive or complex issues or information.
  • Excellent written, verbal, interpersonal communications, active listening and political acumen skills.
  • Excellent analytical, critical thinking, project management, and problem recognition, avoidance, and resolution skills.
  • Thorough knowledge of campus protocols and channels for communication internally and externally.
  • Knowledge of HIPAA Privacy Rule and California state laws regulating privacy and confidentiality of health information.


  • Bachelors degree in related area and/or equivalent experience/training.
